Apple iPhone SIM Cards

Will the Apple iPhone switch to an open network/SIM card availability after the contract expires with AT&T?
Or will it just switch directly to another carrier like Verizon? I imagine that the best scenario would be that people on the AT&T contract would still be able to use their iPhones but the other carriers would be able to use their SIM cards. Anyone know something about this? Actually *know* it and not just an opinion?
It would require more than just being able to use their Sim Card. It would also require reprogramming of the software to allow the use of a different carrier. Which is why people currently "unlock" iPhones now.
