Does the Motorola krave Zn4 from verizon require a data plan or require some sort of fee each month?

I was just wondering if the motorola krave needed a data plan or require some sort of fee to pay each month because i wanted to get a new phone and it seems like every phone from verizon requires some sort of plan i just want a new phone that does not change the payment of the bill each month. please help!!!
